The \u2018Guangdong Superior Talent Card\u2019 policy, which aims to attract a greater number of top-flight academics and professionals to settle in the province, allows card holders, their spouses and any children to be regarded as a registered\u00a0permanent resident<\/strong><\/span>\u00a0of the city, and enjoy the same policies in\u00a0housing<\/a>, education, social<\/a> insurance, car-purchasing, assessment of professional titles,\u00a0<\/strong><\/span>etc.<\/p>\n

Who can apply?<\/strong><\/p>\n

According to the Human Resource and Social Security Department of Guangdong Province, 7 types of people can apply for a “Guangdong Superior Talent Card”, including:<\/p>\n

    \n
  1. Senior management personnel in foreign-invested enterprises and its regional headquarters.<\/li>\n
  2. Senior researchers in foreign-invested R & D institutions, inventors<\/a> working on patents under the International PCT (Patent Cooperation Treaty).<\/li>\n
  3. Winners of \u2018World Skills Competition\u2019 titles<\/li>\n
  4. Selected talents from Hong Kong and Macao who have been hired by foreign-invested enterprises.<\/li>\n
  5. <\/li>\n<\/ol>\n

    This is the latest in a series of preferential policies that Guangdong has implemented in order to attract overseas talent to the province.<\/p>\n

    On August.1st, 2016, the province outlined sixteen policies to simplify the entry and encourage retention of high-level foreign talent and innovators in Guangdong.<\/p>\n

    Since 2014, the Pearl River Talent Plan has been in effect, which has selected a batch of young and outstanding individuals in natural science, engineering technology and philosophical social science every year.<\/p>\n

    Last year, Guangdong became the first in a group of provinces in China to pilot the new Foreigner\u2019s Work Permit System, through which talents placed in Category A are eligible for \u2018green channel\u2019 service. It offers paperless verification pre-entry, an expedited approval process and other measures designed to draw in high-end talents.<\/p>\n
