We published an article on the new phone bill policies yesterday which touched on how telecommunication operators will now be sending monthly bills via text messages to facilitate clearer communication with their customers. Today, we are happy to announce more policies for phone users:\u00a0From July 2018 to December 2019<\/strong>,\u00a0government department<\/a>s\u00a0will take\u00a0severe\u00a0action to implement harassing\u00a0call\u00a0regulations.<\/p>\n

One of the most common issues nowadays has been the increasingly annoying amount of unsolicited calls made by various companies for purposes such as the sale of a property, the introduction of a loan, or training courses.\u00a0How can we make them stop calling?!<\/strong><\/p>\n

Recently,\u00a013 departments including the\u00a0Ministry of Industry and Information<\/a> Technology, the Supreme People’s Court, the Supreme People’s Procuratorate, the Ministry of Public Security\u00a0and\u00a0the Ministry of Justice have issued\u00a0a special action plan for comprehensive unwanted or harassing\u00a0calls\u00a0to tackle this nationwide issue.<\/p>\n

\u00a0<\/span><\/p>\n

Those departments are focusing on three types of harassing\u00a0calls: commercial, malicious and illegal.<\/strong><\/span><\/p>\n

Marketing-related\u00a0harassing\u00a0calls account for 80% of the country\u2019s\u00a0total unsolicited phone calls,\u00a0coming\u00a0mainly from\u00a0insurance, finance<\/a>, real estate, education\u00a0and\u00a0training sales<\/a> industries.<\/p>\n

A\u00a0reporter\u00a0once went undercover to visit\u00a0a real estate company and an insurance company and get a closer look at this harassment process.<\/p>\n

“Instead of dialing phone numbers manually, our\u00a0computer system<\/a> dials them\u00a0for us so that one person can make more than a hundred calls per day,\u201d\u00a0one of the\u00a0real estate salesmen\u00a0said.<\/p>\n

“We have 600 phone telesales\u00a0workers right now, and our target is to hire 1000,\u201d another insurance sales manager<\/a> revealed.\u00a0\u201cWe set a performance\u00a0evaluation for each telesales worker every\u00a0day. They have to make those calls last as long as\u00a03 hours.\u201d<\/p>\n

“We work like a robot, we have to make calls repeatedly, which is about 300-400 calls per day.” Mr. Liu, one of the insurance company salespersons, said.<\/p>\n

\u2018’We offer our clients free insurance, but to claim it they have to provide all their personal information on some online app platforms,” another insurance salesperson explained.<\/p>\n

\u00a0<\/span><\/strong><\/p>\n

Experts: sales-related phone calls can\u00a0only\u00a0be made with the consent of the clients.<\/span><\/strong><\/p>\n

\u00a0<\/span><\/strong><\/p>\n

According to legal experts,\u00a0sales-related phone calls can only move forward\u00a0if the source seeking\u00a0clients’ information is legal. For instance, one can make sales\u00a0calls to clients\u00a0if they have an existing\u00a0business<\/a> relationship\u00a0and the\u00a0clients are willing to provide\u00a0their\u00a0personal\u00a0information. But if the clients declare that they do not wish to be contacted, salespeople\u00a0can no longer make telemarket<\/a>ing\u00a0phone calls.<\/p>\n

Anyone who receives\u00a0such\u00a0unsolicited harassing\u00a0phone calls can (and should)\u00a0file a complaint via WeChat, Weibo, and the\u00a0following\u00a0complaint center:<\/p>\n
