On August 28th, 2018, the Ministry of Public Security announced 22 new measures regarding immigration affairs for both Chinese and foreign<\/a> individuals<\/a> at a press conference. One of these measures that is most relevant to foreigners officially came into effect on\u00a0September 1st\u00a0and is expected to greatly facilitate visa issues whenever you lose your passport while in China.<\/p>\n

Indeed, foreigners who lose their passports can now enjoy preferential treatment for their emergency\u00a0visa application if they meet one of the three following situations:<\/p>\n

\u00a0<\/strong><\/p>\n

1. Leaving China for emergencies.\u00a0<\/strong><\/p>\n

If you submit your application with the explanation letter provided by your company and related departure flight\/ship tickets with the confirmed date and seat, the immigration office will accept your application as a priority and handle it timely.<\/p>\n

\u00a0<\/strong><\/span><\/p>\n

2. Crew members and their families who need a transit visa for their layover in China.\u00a0\u00a0<\/strong><\/p>\n

By submitting the application with the guarantee letter provided by the company and related departure flight\/ship tickets with the confirmed date and seat, the immigration office will accept your application as a priority and handle it timely.<\/p>\n

\u00a0<\/span><\/p>\n

3. Members of\u00a0a\u00a0tour\u00a0group\u00a0who\u00a0need a visa to leave China.<\/strong><\/p>\n

Submitting the application with\u00a0the explanation letter provided by the travel<\/a> company and related departure\u00a0flight\/ship tickets with the\u00a0confirmed\u00a0date and seat, the immigration will accept the application and handle it timely.<\/p>\n

Interpretation<\/strong><\/p>\n

The current Regulations of the People\u2019s Republic of China on the Administration of the Entry and Exit of Foreigners may not meet the emergency need to handle visa issues for foreigners.<\/p>\n

\n

According to Article 13, if a foreigner\u2019s visa application<\/a> for an extension, change of status, re-issuance, or a stay permit meets the acceptance provisions, the Exit and Entry Administration Bureau shall issue a receipt of acceptance valid for no more than 7 days, and will decide on whether to issue the visa within the validity period of the receipt of acceptance. However, spending 7 days on a visa application can be long for people looking to leave the country, which is why the State Immigration Administration service announced the above-mentioned measures to make it more efficient.<\/p>\n

2.\u00a0<\/span><\/strong>G<\/span>o to<\/span> the <\/span>office<\/span>\u00a0of immigration services<\/span>\u00a0<\/span><\/strong>to confirm the loss of your passport.<\/span><\/p>\n

3. Go to your country’s embassy in China<\/span><\/strong>\u00a0and apply for a new passport. Note that\u00a0some foreign residents may be required to apply for it directly from their home country.<\/p>\n
