These new measures aim to help the implementation of <a href=\"https:\/\/www.hiredchina.com\/jobs\">China&#8217;s new tax<\/a> law at a regional level; those who fail to<\/p><\/blockquote>\n<p style=\"text-align: center;\"><span style=\"font-size: 15px;\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/media.hiredchina.com\/Fms8BuQjaY-IVO3p4z_0fkTPEy6C?imageView2\/0\/format\/webp\/q\/75\" alt=\"1.gif\" width=\"640\" height=\"213\" title=\"\"><br \/>\n<\/span><\/p>\n<p><span style=\"font-size: 15px;\">\u00a0<\/span><\/p>\n<p><span style=\"font-size: 15px;\">The State Administration of Taxation recently announced the &#8220;Measures for the Information Disclosure of Major Taxes and Untrustworthy Cases&#8221;. These new measures aim to help the implementation of\u00a0 China&#8217;s new tax law at a regional level; those who fail to comply with the tax law will not be able to leave China until they pay off all overdue taxes.\u00a0<strong>These measures have officially come into effect since the beginning of 2019.<\/strong><\/span><\/p>\n<p style=\"text-align: center;\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/media.hiredchina.com\/FtgJ7IhhjhrZohwzsNSZsYBs9aPU?imageView2\/0\/format\/webp\/q\/75\" alt=\"1.png\" width=\"625\" height=\"230\" title=\"\"><\/p>\n<p><span style=\"font-size: 15px;\">According to Article 5, the term \u201csignificant tax violations and untrustworthy cases\u201d as used in these measures refer to cases that meet the following criteria:<\/span><\/p>\n<p><span style=\"font-size: 15px;\">\u00a0<\/span><\/p>\n<p><span style=\"font-size: 15px;\">1. The taxpayer forges, alters, conceals, or arbitrarily destroys the <a target=\"_blank\" class=\"inside_link\" href=\"https:\/\/www.hiredchina.com\/articles\/tag\/accounting\/\" title=\"View all posts in accounting\" >accounting<\/a> book, or lists the expenditures in the book as more than they account for, refuses to declare, or fabricates false tax returns after receiving notifications from tax authorities. The taxpayer has cheated the system by paying less than RMB 1 million of their taxable income, or paid less than 10% of the total taxable income in any year accounted for.<\/span><\/p>\n<p><span style=\"font-size: 15px;\"><strong>2. If the taxpayer didn&#8217;t pay off his\/her taxes or obstructs the tax authority from levying taxes by transferring or concealing properties, and the amount of the tax he or she owes is greater than RMB 100,000.<\/strong><\/span><\/p>\n<p><span style=\"font-size: 15px;\">3. Defrauding the state&#8217;s export tax rebate.<\/span><\/p>\n<p><span style=\"font-size: 15px;\">4. Refusing to pay taxes in a violent or threatening manner.<\/span><\/p>\n<p><span style=\"font-size: 15px;\">5. Falsely issuing VAT fapiao (invoice) or falsely issuing other fapiaos to defraud export tax rebates and decrease the taxable amount.<\/span><\/p>\n<p><span style=\"font-size: 15px;\">6. Falsifying 100 pieces of fapiaos or with a total value of more than RMB 400,000.<\/span><\/p>\n<p><span style=\"font-size: 15px;\">7. Privately printing, forging or altering fapiaos, or illegally <a href=\"https:\/\/dictionary.cambridge.org\/dictionary\/english\/manufacturing\" target=\"_blank\" rel=\"noopener\">manufacturing<\/a> fapiaos.<\/span><\/p>\n<p><span style=\"font-size: 15px;\">8. Getting involved in tax evasion, fraudulent export tax rebates, anti-taxation activities, falsely issuing fapiaos, and becoming a fugitive as a result.<\/span><\/p>\n<p><span style=\"font-size: 15px;\"><strong>9. Other serious violations.\u00a0<\/strong><\/span><\/p>\n<p><span style=\"font-size: 16px;\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/media.hiredchina.com\/Fu5VMPqW5Hzcx0kKK1eNKf3aYz79?imageView2\/0\/format\/webp\/q\/75\" alt=\"2.png\" width=\"589\" height=\"229\" title=\"\"><br \/>\n<\/span><\/p>\n<p><span style=\"font-size: 16px;\">\u00a0<\/span><\/p>\n<p><span style=\"font-size: 15px;\">For such taxpayers above, their\u00a0tax credit rating will be directly subject to a \u201cClass D\u201d rating.\u00a0<strong>The tax authority\u00a0has the right to notify immigration authorities to prevent them from leaving China.<\/strong><\/span><\/p>\n<p><span style=\"font-size: 15px;\"><strong>\u00a0<\/strong><\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/media.hiredchina.com\/FimSb03OsY3M5wvBHSLKHpYbum5v?imageView2\/0\/format\/webp\/q\/75\" alt=\"3.png\" width=\"604\" height=\"394\" title=\"\"><\/p>\n<p><span style=\"font-size: 15px;\">\u00a0<\/span><\/p>\n<p><span style=\"font-size: 15px;\">Class D taxpayers will also face a number of punishments &#8211; such as prohibiting high-consumption behaviors, restricting their ability to work in relevant positions, or working for financial institutions.<br \/>\n<\/span><\/p>\n<p><span style=\"font-size: 15px;\">As of now, those who owe the government over RMB 100,000 in taxes are not allowed to leave China. With the ongoing changing policies, the terms of the punishments will continue to update and, undoubtedly, tighten over time.<\/span><\/p>\n<p><span style=\"font-size: 15px;\">The Chinese government has developed\u00a0a national reputation system called\u00a0the Social Credit System (Chinese:\u00a0\u793e\u4f1a\u4fe1\u7528\u4f53\u7cfb; pinyin: sh\u00e8hu\u00ec x\u00ecny\u00f2ng t\u01d0x\u00ec) to rate residents\u2019 spending habits and behaviors. By 2020, it is intended to\u00a0standardize\u00a0their assessment and <a target=\"_blank\" class=\"inside_link\" href=\"https:\/\/www.hiredchina.com\/articles\/tag\/business\/\" title=\"View all posts in business\">business<\/a>es&#8217; economic and social reputation, or &#8216;credit&#8217;.\u00a0<\/span><\/p>\n<p style=\"text-align: center;\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/media.hiredchina.com\/Fgxn29xaexo1C1gNlNcEn3Q-WHuC?imageView2\/0\/format\/webp\/q\/75\" alt=\"4.png\" width=\"560\" height=\"255\" title=\"\"><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #888888;\"><strong><span style=\"font-size: 14px;\">\u00a0<\/span><\/strong><\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 15px;\"><strong>What behaviors will lead to being included on the \u201cblacklist\u201d?<\/strong><\/span><\/p>\n<p style=\"margin-left: 8px; text-align: center;\"><span style=\"color: #4a4343;\">\u00a0<img decoding=\"async\" src=\"https:\/\/media.hiredchina.com\/FmopNlxK5qf36sb-TfuJI7MeGjAN?imageView2\/0\/format\/webp\/q\/75\" alt=\"5.png\" width=\"589\" height=\"547.7594254937163\" title=\"\"><\/span><\/p>\n<p><span style=\"font-size: 15px;\">In order to prevent the risk of capital flow under a personal account, the below transactions are considered suspicious by the State Administration of Foreign Exchange (SAFE).\u00a0<\/span><\/p>\n<p><span style=\"font-size: 15px;\">1. More than five different individuals remitting <a target=\"_blank\" class=\"inside_link\" href=\"https:\/\/www.hiredchina.com\/articles\/tag\/foreign\/\" title=\"View all posts in foreign\">foreign<\/a> exchange to the same individual or institution abroad after purchasing the foreign exchange on the same day, or on consecutive days.<\/span><\/p>\n<p><span style=\"font-size: 15px;\">2. Individuals withdrawing cash in a foreign currency equivalent to \uff04US 10,000 from the same foreign exchange savings account more than 5 times within 7 days.<\/span><\/p>\n<p><span style=\"font-size: 15px;\">3. The same person transfers the deposits in the foreign exchange savings account to more than 5 immediate family members.<\/span><\/p>\n<p><span style=\"font-size: 15px;\">These behaviors are normally recognized as an individual splitting up foreign exchanges for sale and purchase.<\/span><\/p>\n<p><span style=\"font-size: 15px;\">\u00a0<\/span><\/p>\n<p><span style=\"font-size: 15px;\"><img decoding=\"async\" src=\"https:\/\/media.hiredchina.com\/FgNV9LhdrFxyNYcH-7bOw0LQzFj1?imageView2\/0\/format\/webp\/q\/75\" alt=\"6.png\" width=\"589\" height=\"168.28571428571428\" title=\"\"><br \/>\n<\/span><\/p>\n<p><span style=\"font-size: 15px;\">On April 8, 2018, the Education Service Center of the Ministry of Education issued a notice on fighting against the submission of <a target=\"_blank\" class=\"inside_link\" href=\"https:\/\/www.hiredchina.com\/articles\/tag\/fake-degree\/\" title=\"View all posts in fake degree\">fake degree<\/a>s.<\/span><\/p>\n<p><span style=\"font-size: 15px;\">In order to maintain the seriousness of the degree verification process in the country, they set up a column in the Chinese Service Center for Scholarly Exchange (CSCSE)\u00a0to publicize the untrustworthy behaviors\u00a0in the process of applying for the verification of degrees obtained overseas.<\/span><\/p>\n<p><span style=\"font-size: 15px;\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/media.hiredchina.com\/Fjbjre0nHLmfPHLh7jXvGwL1hZQI?imageView2\/0\/format\/webp\/q\/75\" alt=\"7.png\" width=\"548\" height=\"254\" title=\"\"><br \/>\n<\/span><\/p>\n<p><span style=\"font-size: 15px;\">\u00a0<\/span><\/p>\n<p><span style=\"font-size: 15px;\">According to the public notice, a total of\u00a0<strong>202 people\u00a0<\/strong>in the review of the CSCSE\u00a0were found submitting false, forged or invalid information materials for foreign degree verification.<\/span><\/p>\n<p><span style=\"font-size: 15px;\">At present, the CSCSE has revoked the results of the verifications held by these 202 applicants from the overseas academic degree verification system.<\/span><\/p>\n<p><span style=\"font-size: 15px;\">The CSCSE sent a notice of \u201coverturning the revoked verification\u201d to the applicants, and the applicants can cancel the publicly-made available information only after resubmitting the original certificate.<\/span><\/p>\n<p><span style=\"font-size: 15px;\">The CSCSE also made an announcement to show the public that\u00a0<strong>72 applicants (including foreigners and Chinese citizens)<\/strong>\u00a0submitted fake application materials for the degree verification process.\u00a0<\/span><\/p>\n<p><span style=\"font-size: 15px;\">Each person\u2019s name is followed by a detailed record of the type of fake information that was submitted when verifying the authenticity of their degree. At first glance, the system shows dishonest behavior from 72 applicants.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 15px;\"><img decoding=\"async\" src=\"https:\/\/media.hiredchina.com\/FrMBjUjiA02Z2TZu8DgnQfd4M6YA?imageView2\/0\/format\/webp\/q\/75\" alt=\"8.png\" width=\"589\" height=\"979.356862745098\" title=\"\"><br \/>\n<\/span><\/p>\n<p style=\"text-align: center;\">\n<p><span style=\"font-size: 15px;\">There are other types of punishments for\u00a0untrustworthy\u00a0residents, including\u00a0flight bans, exclusion from private schools, slow internet connections, exclusion from high prestige professional roles, exclusion from hotels, and their name on a public blacklist.
