Project Manager for the Malaysia Plant

The company’s core overseas investment project—a new manufacturing plant in Malaysia—is currently in the site selection, government approval, and infrastructure preparation phases. The person in this role will have full responsibility for the project’s implementation from the ground up, including compliance and regulatory approvals, team building, and comprehensive operational management following the start of production. Job Responsibilities 1. Full-cycle project coordination: Responsible for the end-to-end management of site selection, infrastructure development, construction, and equipment installation for the new factory in Malaysia; oversee project schedule, quality, and budget; and promptly report progress and risks to headquarters. 2. Supplier and Supply Chain Management: Responsible for developing, negotiating with, and monitoring the performance of local suppliers for engineering, equipment, labor, and consulting services, and for establishing a stable, high-quality local supply chain system. 3. Government Liaison and Compliance Management: Liaise with MIDA, municipal authorities, the Department of Labor, the Immigration Department, environmental impact assessment agencies, and other relevant departments; handle all license applications, annual reviews, and renewals; manage policy and labor compliance risks; and ensure the project operates in full compliance with the law. 4. Team Building and Administrative Support: Develop staffing plans for the project construction and production phases; establish a human resources system compliant with Malaysian labor laws; manage labor-management and union-related risks; and coordinate on-site logistics and daily administrative management for the entire facility. 5. Production Launch Preparation and System Implementation: Localize and implement headquarters’ management systems; establish internal factory management and communication mechanisms with the Chinese headquarters; and ensure the factory’s smooth production launch and stable operation. 6. Factory Operations Management: After production begins, take full responsibility for achieving operational targets—including production, quality, delivery, costs, and safety—while continuously reducing costs, improving efficiency, optimizing on-site management, and meeting annual business objectives.

Job Requirements 1. Language Skills: Chinese nationals preferred; fluent in Mandarin; able to independently communicate in English with the Malaysian government, suppliers, and partners. 2. Project Experience (Mandatory): Must have hands-on experience in building a factory from the ground up in Malaysia, covering the entire process from site selection, permit applications, infrastructure development, and construction through to production launch; candidates with only experience managing established factories do not meet the requirements for this position. 3. Team Management Experience: Familiarity with high-end smart manufacturing and electronic product production processes; experience managing teams of 100–200 people; familiarity with local labor practices in Malaysia; and expertise in managing labor-management risks and union relations. 4. Local Network: Established network of local Malaysian government and business contacts, as well as engineering, legal, and tax professionals, capable of efficiently advancing projects and resolving on-site emergencies. 、 5. Expertise: Proficient in Malaysian labor laws, foreign worker quotas, work permits, environmental and infrastructure compliance, and local investment policies. 6. Comprehensive Skills: Excellent project coordination, business negotiation, and on-site problem-solving abilities; able to work well under pressure; skilled in cross-border reporting and risk management.
