Cai Yingluo, 29, is wanted in connection with several crimes including the manufacture and distribution of illegal substances.
The city police department in Lufeng, Guangdong province, publicised the large bounty via its official WeChat account on Monday.
The statement did not elaborate on the crimes Cai is suspected of committing.
But he has been wanted for questioning for more than a year. According to an October 2016 report by Guangzhou Daily, Cai – whose registered address is in a village in Lufeng – is one of the city’s 10 most-wanted drug suspects.

Authorities offered a 50,000 yuan reward for his capture last year, but it failed to result in any useful leads, the report said.
The latest reward of 1 million yuan is one of the biggest offered by a mainland China police force, and equals the sum put up by the same force in May last year for the capture of another drug dealer named Zheng Sen.
Zheng was later caught following a tip-off from a member of the public, who was publicly presented with the cash but wore a motorcycle helmet to hide his identity.
