Job Responsibilities

1. Full-Cycle Project Management: Lead the entire project lifecycle, from project initiation, engineering design, procurement, construction, equipment commissioning, qualification (IQ/OQ/PQ), tech transfer, process validation, and regulatory submission; Develop and implement the project execution plan, including timeline, resource allocation, milestone tracking, budget control, and risk mitigation; Build and continuously improve a project management system tailored to GMP facility standards and local regulatory requirements; Organize regular project review meetings and provide timely updates to headquarters and stakeholders; 2. Facility Construction and Technical Implementation: Oversee architectural design, civil works, cleanroom construction, mechanical and electrical installation, and utility system integration (HVAC, WFI, compressed air, etc.); Supervise equipment selection, procurement, FAT/SAT, installation, and validation activities; Coordinate tech transfer activities from the parent company or technical partners to the local facility; Ensure all engineering and validation activities comply with international GMP and biosafety standards; 3. Government Liaison and Regulatory Coordination: Serve as the primary liaison with Saudi regulatory authorities (e.g., SFDA, MOA) for all necessary project permits and licenses; Track and facilitate approval processes including environmental assessments, building permits, product registrations, and compliance inspections; Maintain strong working relationships with local government departments, industrial zones, and regulatory stakeholders; 4. Team Leadership and Organizational Development: Recruit, build, and lead the local project team across functions including engineering, validation, QA, RA, procurement, and compliance; Provide team members with training, technical guidance, and career development support; Bridge communications and expectations between Chinese headquarters and local stakeholders, ensuring effective cross-cultural collaboration; 5. Compliance and Quality Assurance: Ensure project execution strictly adheres to GMP regulations and relevant laws in both Saudi Arabia and the country of origin; Participate in or oversee the establishment of the quality management system (QMS), SOP development, and process documentation; Collaborate with RA/QA teams to prepare registration dossiers and ensure smooth product approval by local authorities;

Job Requirements

Education: Bachelor’s degree or above in Pharmaceutical Engineering, Biotech, Pharmacy, Chemical Engineering, Mechanical Engineering, or related fields; Work Experience: Minimum 8 years of relevant experience in pharmaceutical, biotech, or vaccine plant projects; Proven track record of leading or participating in at least one full-scope new GMP facility project (greenfield or major expansion); Familiar with GMP (EU, US, China, or KSA standards), validation, tech transfer, and regulatory submission processes; Experience working in the Middle East or in international cross-border projects is highly preferred; Skills: Strong knowledge of project management methodologies (e.g., PMBOK, PRINCE2) and related tools (e.g., MS Project, Primavera); Technical expertise in plant layout, production line design, facility qualification, and equipment commissioning; Comprehensive understanding of pharmaceutical process validation, C&Q, and RA documentation; Language: Fluent in both English and Arabic (oral and written); Chinese language skills would be a plus; Personal Attributes: Highly responsible, detail-oriented, and execution-driven; Strong leadership, communication, and cross-cultural management skills; Ability to thrive in fast-paced, high-stakes environments with complex stakeholders; Compensation & Benefits: Competitive international salary package with performance-based project bonuses; Full expatriate benefits including housing, transport, relocation, and visa support; Opportunities for long-term career development and transition to senior operations roles after project completion;
